JAPAN ABILITIES ASSOCIATION

Japan Abilities Association (JAA) is a non-profit organization approved by the Government as NPO, established in 1966 by Mr. Hiroyasu Itoh. Our credo is¡ÈI seek opportunity, not security¡É.

Since its establishment, Association has continued to promote independent living for the people with disability. It has been completed as ¡ÈLife Support Program¡Éthat involve twelve kinds of living and healthcare services for the members of JAA. ¡ÈLife Support Program¡É has been working not only for the people with disability but also for the employees and their families of business companies like Nissan Motors, AEON etc. In October 2005, the total¡¡number became to 300,000. We have 500 hospitals, day service centers and nursing homes to work together with us for our members.

ABILITIES CARE-NET, INC. AND RELATIVE COMPANIES

To prove the credo of Association, Japan Abilities Incorporated (JAI) was established to employ the people with severely disability who were able to work asnormal employees in general business environment, and not in a sheltered workshop or supported facility. Japan Abilities Inc. was founded in 1966, two months after forming Association. Mr. Itoh and other 9 people invested $15,000 and employed four disabled people. At the time, he was 24 years old and a new university graduate. He was driven to establish these organizations from his experience of having been refused employment by over 100 companies because of his own disability.

The activities of both Association and Company have made positive influences on the Government and Parliament in Japan, and have resulted in 1975 passage of a law that promotes the employment of the people with disability. Today any company must employ the people with disability, who make up 1.8% of the total employees.

Abilities Care-net,Inc. is one of the leading companies in developing, distributing and providing the equipment for the people with disability and the elderly in the field of rehabilitation and home care. The company is truly international in scope, having partnerships with over sixty manufacturers of the US, Canada, Europe and Asia.

ASSISTED LIVING HOME AND RELATIVE BUSINESS

In 1999, April, Japan Abilities started the business of Assisted Living Home to provide dwellings, meals and care services to the seniors and the people with disability. In 2 years until 2002, we opened Day Care Centers, Home visiting nurse Station, Home Rehabilitation service centers etc. Now we have total 16 facilities in Tokyo and Osaka area.

Created Homecare & Rehab Show by the requirement of the Ministry of Health to Mr. H. Itoh. It's continued to today and will be held on September 2006 as 33rd, and developed to one of the major healthcare show in the world.

Invited The couple of Dr. H. Viscardi, Jr. (the Founder of National Center for Disability Services) to Japan and held the lecture meetings in Tokyo, Osaka and Yamanashi Prefecture.

1983

April

Abilities Jusco, Inc. opened the first book and soundstore,¡ÈSCRUM¡É, as a model corporation of employment for the severely disabled in Sendai city. It is a joint venture Japan Abilities and Aeon Corporation, this is the largest shopping mall company in Japan.

Started a mail-order business for aids of daily living and nursing for the disabled and elderly persons.

1987

Established a nursing home at Chinen, Okinawa (sold in 1998).

1988

April

Established Abilities Life, Inc. Constructed hotel with care¡ÈResort Island View¡É at Chinen, Okinawa prefecture and started the operation¡Êsold in 1999¡Ë.

Opened the Counseling Service Department for care and rehabilitation as one of Life Support Program of Japan Abilities Association. Started the cooperation with major Insurance companies.

Established Housing Sales Department and Center for Adapted House.

Start the operation for Rehabilitation Equipment Exhibition Hall at Kobe City General Center. This was entrusted by Kobe city.

1994

Feb.

Started the rental business of caring equipment officially.

March

Opened the satellite office at Kanagawa Science Park, Kawasaki city. This is one of experiments on Employment for severely disabled by Ministry of Labor and we were entrusted to join this experiment.

Started the sales of¡ÈWheelchair Users Insurance Program¡Éby JAI (which is related with three Insurance Companies).

Opened 1st¡ÈLife Support Station¡Éstore in Yokohama.

October

Started Volunteer Group of Amateur Carpenters. They do work, such as to install grab rails, to make raised wooden bath floor by using their technique that was gained by their hobby. They later helped the installation of grab rails to the temporary houses of 350 for Kobe Earthquake refugees embodied from Kobe city.

Celebrate 30th anniversary of Abilities Movement.

Started¡ÈAbilities Transportation System (ATS)¡É with volunteer base. We use specially equipped Renault Master and Nissan Serena. Abilities Life Support member can use when they need transportation. It started in Tokyo, Kanagawa area first.

Started training program for Japanese professionals and local government persons. Contracted with Naestved Kommune in Denmark, first delegation (20 persons) studied at Naestved city for 2 weeks.

Opened Tokyo West Logistic Center at Nishitokyo City, Tokyo.

Abilities Franchise Chain of Care and Rehab merchandises has started.
Fuji Film's cooperation as the first one has opened in Odawara,

April

Started the business of Assisted Living Home which is one of our comprehensive welfare services for the disabled and seniors. The first one named¡ÈBlueberry Court Fuchu¡É which was built with 30 rooms.

Opened¡ÈMoegien Kichijoji Honcho Clinic¡É. It is located in the 2nd floor of the same building where our ichijoji Technical Aid Center of JAI is at the first floor.¡ÈDay Care Center¡Éis operated in the clinic.¡ÈDay Care enter¡Égives the service for forty senior people everyday which hospitals and clinic offer for seniors and the service are rehabilitation, meals, bathing etc. 2 doctors, 5 PTs and OT, Visiting nurses and licensed care workers, lso provide visiting medical services and rehabilitation in the home.

Japan Abilities, inc. established the new company called¡ÈLife Support Club¡È with Seikatsu Club CO-OP Chiba on July 15. It works as a sales company for the market of Chiba Prefecture.¡ÈSeikatsu¡Émeans Life. Capital is 30 million yen. The family number of members is 34,000. They started providing home care service to their members 5 years ago and it was the first among many CO-OP organizations. They now provide 100.000 hours care service per year and manage Day service center also. New company supply Support Programs and Home Care and rehab equipment of Japan Abilities. Also, JAI has established the activities around Mt. Fuji area by the franchise contract and Fuji Film Company.

We opened new Retail Shop at the newly-built 6 stories-building near Yokohama Port. It is 10 minutes walk from nearest main station. On 6th floor, this is the floor for Business Support Center,¡ÈNew Life Mart¡Éection

Open Osaka Rental Center

In Care Insurance, 12 kinds of technical aids are supplied to the applicants of care insurance under rental system. We opened rental center in Tokyo 5 years ago and in March this year we opened another one in Osaka to do service in Osaka area.

Open Kashiwa Retail Shop in Chiba Prefecture

We opened retail shop of ¡ÈSeikatsu Club Abilities¡ÉThe first floor is the retail shop and the second floor of this building is the Kashiwa Branch of Seikatsu Club Abilities who provide services of care management and home helper.
We plan to make good cooperation each other.

Open East Tokyo Sales Station

We opened ¡ÈEast Tokyo Station¡É. As care insurance started, sales activity which has close contact with local area is more and more requested. Then we opened East Tokyo Station to support east part of Tokyo.

Start Ten-million House ¡ÈTsukimiji¡É

Musashino City, Tokyo has plan to supply the facility for the elderly people in their area. The purpose is to take them from home and give active seniors enjoyable life. We were embodied from Musashino City to manage one of their facilities. The name of ¡ÈTsukimi-ji¡É(means the street with good view to see moon) comes from the name of the street of this house locate. We serve lunch and give enjoyable program such as noodle making etc.

Open Retail shop in Osaka

We didn¡Çt have our own retail shop in Osaka city, though we were embodied the management of the shop from Osaka City(ATC Ageless Center), Nishinomiya City and Kobe City. On August 22, we opened our own retail shop at Joto Sekime,
Osaka city. This shop is around 10 minutes by car from our Osaka Branch.

Open Waseda Day Service Center

We were embodied from Shinjuku ward, Tokyo to manage Day Service center in Waseda. The capacity is up to 28 persons. The supply of Day Service program, Monday to Saturday is short in some areas and this is one of key programs under the care insurance. We will provide transportation between the center and resident¡Çs home, supply lunch and provide day program.

Open the second facility of Assisted Living Home for the elderly

We opened the new facility close to the first facility (10 minutes by car). This facility also has the 28 rooms. So-called ¡Èelderly apartment¡É cannot provide services resident needs. Then we will accept dementia persons in this new facility of Assisted Living Home .

At the finish of contract for 5 years, Tokyo Rental Center moved to Kodaira City.
It is around 1 hour by car from the head office. We will open the first rental service facility in Kita Kyushu in November.

Got ¡ÈAward of the diploma of the National Association for Danish Enterprise
and Prince Henrik¡Çs Medal of Honor¡É

Hiroyasu Itoh, CEO got ¡ÈAward of the diploma of the National Association for Danish Enterprise and Prince Henrik¡Çs Medal of Honor¡É in recognition of outstanding services to the trade relation between Denmark and Japan. Ceremony was held on June 11 at Danish Embassy in Tokyo.

Japan Abilities Association work as the secretariat at Annual Conference of
Japan GP Network Association in Tokyo

Japan GP (General Practitioner) Network was established in September 1995 by 17 clinics throughout Japan based on the proposal from Doctor Kuroiwa that we should have the network by people with many kinds of professionals and general people who are interested in home medicine and talk realistically. Annual Conference of this year was held on October 7 and 8, and 1,300 persons joined. Japan Abilities will strengthen the tie with clinics, as the cooperation of medical and care field become more important under care insurance.

Open Technical Aid Center at Kokura Rehab Hospital

By the cooperation with Kokura Rehabilitation Hospital, we manage the show room for the technical aids, which open on November 17. We place our employees and work together with the staffs of hospital to supply the products to the patients.

Abilities expands into historic and cosmopolitan Yokohama city




The philosophy of Japan Abilities -- ¡ÈThere really are no disabled people, only people with varying degrees of ability,¡É is the foundation for the establishment of its newest facility, ¡ÈAbilities Resources Center, Yokohama¡É (ARC Yokohama), opening in Yokohama city in this September.
A person with disabilities still has wonderful abilities in numerous other ways.


Every child has infinite opportunity. Finding his/her special abilities and fostering them with support in the best environment is critical. We know it is easy to say, but requires effort to implement. At ARC Yokohama, we aim to create the environment that corresponds to each individual¡Çs needs. To do that, we ask the elderly and professionals for their cooperation. The intention of ARC Yokohama is to become a venue of participation, cooperation and effective communication. Currently we are preparing for the opening of this sight in October, 2006. All of our equipment at ARC Yokohama is designed for all users¡Ç maximum convenience, effectiveness and impact. Additionally event and educational programs will be planned and organized for everyone¡Çs interest, rooted in Abilities philosophy.
Five programs will operate on one floor: A day service center and short stay for the elderly, community hall & restaurant for everyone and two programs, new to Abilities, a nursery for 3- to 12-year-old children and an educational center for elderly and young. The floor will be without barriers, and adopting universal design. The hallway is about 80m in a straight line. Walking from end to end could be good exercise. This 12-story building used to be a hospital ward for the Yokohama City University Hospital. A new hospital was built in the neighborhood and all hospital functions moved in year 2000. After that, many welfare-related organizations moved into this building. For the remaining floor, 1300­Ö, of the 12-story building, Yokohama city publicly sought a borrower, and adopted our concept so the plan could proceed. On the top floor is a beautiful view of Yokohama city and bay side. As you step out from the lift, concierge welcomes you. Having checked in, the membership entrance door will be opened. All users will be registered for membership and we will treat members with the best hospitality. As you walk in, you will see a community hall & restaurant, where music concerts, dances and many other events will take place. On your right side is the children¡Çs area. Nursery rooms, music rooms, art room and flexible classrooms are located here. On your left side is the elderly area. We will provide livelihood support services for elderly home-care. A day service center and six private rooms for short stay are located here. All children and elderly have splendid ability and possibility. But in present society, when you get old, you can subconsciously become a target for care. Also, children with mental or physical disabilities are thought of as a ¡Èdisabled group.¡É We, at Abilities, do not agree with this bias and premise. As people get older, they absorb greater wisdom, knowledge, experience and skills. They become important ¡Èresources¡É of society.

¢£Revision of public ¡ÈLong-Term Care Insurance System¡É for elderly

¡¡Effective April 1, 2006, public ¡ÈLong-Term Care Insurance System¡É was revised significantly.  Japanese government says it is ¡ÈImproved¡É care insurance system.  However, original ¡ÈLong-Term Care Insurance System¡É which went into effect in April 2000 was a failure, because the plan was flawed.  Naturally, the greatest blame should be laid at Ministry of Health, Labor and Welfare.  But without clarifying where responsibility lies, they say they ¡Èimproved¡É the insurance system. 
¡¡Purpose of this revision is to reduce the increased care insurance benefit.  The first year (year 2000), amount of total cost for the care insurance was three trillion yen.  After 5 years, it increased to approximately just under seven trillion yen.  It¡Çs a huge cost and it means that the care requirement for the elderly is realistically solarge.  I don¡Çt say that the whole past system was wrong, but to conclude, national circumstances that the government cannot prepare sufficient financial resources to support the service are the biggest restraint.  So, the benefit will be significantly reduced.
¡¡In a simple term, patients in need of minimal care are uncovered by the care insurance system.  Under the ¡ÈLong-Term Care Insurance¡É system, elderly patients who are certified as requiring Long-Term Care, were classified into the following six groups, according to the level of care they require: a group ¡ÈRequired Support¡É and groups at ¡ÈRequired Care Levels 1 to 5¡É.  At present, elderly population (age 65 and older) is about 25 million in Japan, and the people who are certified as being in need of care are about 4 million.  40%, i.e., 1.6 million of 4 million patients, are certified in the 2 lowest groups in terms of care level, i.e., ¡ÈRequired support¡É and ¡ÈCare Level 1¡É.  They were dropped from the public care insurance system.  It is unprecedented policy reversal.

 When it comes to the rental service of assistive products, all insured persons, regardless of care /assist levels, were covered by the insurance before April.  However, by the revision of the insurance system, patients in the 2 lowest groups are not allowed to use renting service of nursing beds and wheelchairs.  These two items are the most frequently used products in the public insurance system.  There is a grace period for this whole revision until next October, but in practice, local government issued administration orders for those 2 rental products to be returned.
 People who are deprived of beds have to sleep on the floor with mattress.  It makes them harder to stand up, which makes some of them bedridden.  These people are also deprived of wheelchairs, and as a result, many of they cannot go out.   Furthermore, most people in the 2 lowest groups would be not allowed to use ¡ÈDay services¡É and ¡ÈDay care services¡É.  As a result, these people stay indoors and when the people around them become aware of it, their physical condition would be already deteriorating rapidly.  Naturally, it leads to increases in time and cost for the medical care, and in financial burden.  It is obvious that this revision jeopardize the health of elderly people.
 Government aims to shift these people in two lowest groups to new ¡ÈPreventive Care Benefit Program¡É, whose main care provider is their family.  Care Insurance Council and government explained that the past insurance system was criticized that private care providers and care managers have provided excessive services to people in low care level groups.  For example, as mentioned above, active elderly people do not need 6 to 8 hours day service, nursing beds, or wheelchairs.
However, this concept has a major pitfall.  Most people in lower care level groups have maintained their mental and physical function by utilizing the day service, wheelchair and nursing bed.  It is quite obvious when watching users of our 25 facilities and it is the exact opposite of government¡Çs way of thinking.  By the revision of the law, public support system to maintain the care level was destroyed.  People in lower care levels are in the risk of moving to higher i.e. worse care levels in a short time hereafter.                       ¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡ ¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡Hiroyasu Itoh
